Russia’s annexation of the Crimea and occupation of the Eastern regions of Ukraine have compelled more than 1.5 million people to leave their homes. Since having regained independence Ukraine has encountered for the first time such a challenge both in socio-economic and humanitarian spheres which has caused internal displacement of population. One of the possible ways to solve the problem will be working out and implementation of effective integration procedures and legal protection of internally displaced persons by the executive and local self-government bodies.
The Project “The rights of refugees and internally displaced persons: the best European practices and ways of their implementation” was initiated by SME SPOLU organization (Bratislava, Slovakia), Academy of Legal Sciences of Ukraine (Kharkiv, Ukraine), being aimed at working out efficient methods of IDP integration into local communities based on European experience.
Within the framework of the Project the group of experts interviewed internally displaced persons, officials of the executive bodies and municipalities, NGO’s representatives and made a review of court decisions taken in Kharkiv, Luhanks and Donetsk regions.
We gladly introduce to you scientific and practical recommendations developed by the group of Slovak experts on the basis of the detailed report where the collected primary information was summarized by the Ukrainian expert group, as well as the discussion of the mentioned issues at the international conference at Kharkiv, visit of the social security divisions in Kharkiv and Donetsk regions.
The recommendations mentioned above have been submitted to the officials of the executive and local self-government bodies, NGO’s representatives at the scientific and practical workshops in Kharkiv, Luhanks and Donetsk regions.
